Static App Layout

• pharos.app.yml tells Pharos the app name and where its files live.
• payload/ holds the page files that become the main website pages.
• static/ holds the stylesheet, favicon, and browser JavaScript.
• data/contracts/ holds the route and surface contracts that Pharos compiles into build artifacts.
